Position Description:
This Military Test Range Monitor position is engaged as an independent contractor (1099) supporting Cognitive Performance Group’s Advanced Technologies and Emerging Capabilities (ATEC) team. The contractor will provide services on an as-needed basis, as dictated by project requirements, and is not considered an employee. In this role, the contractor will provide data collection and data collection integrity support to the ATEC team during research, development, testing, and evaluation (RDT&E) field events. This role is required to travel up to three consecutive weeks at a time. Travel may occur monthly but could occur less frequently as necessary for the program. Each event constitutes a discrete engagement. Contractors may accept or decline individual event assignments based on availability, and no minimum number of engagements is guaranteed.

Scope of Work / Responsibilities
• Ability to use the scientific method to conduct applied research using qualitative, quantitative, and mixed methods.
• Attend virtual pre-travel training briefings and support trip preparation.
• Travel to and support RDT&E events that are one week to three weeks in length with no expected days off and require approximately 12-14 hours of range work each day.
• While on site at RDT&E events:
• Oversee and enforce conduct of data collection on a test range
• Document and report variances from the protocol
• Identify lessons learned and participate in after-action reviews
• Perform other data collection or data collection integrity tasks as assigned
• Attend post-event debrief and lessons learned meetings.
• Respond to project manager (PM) in a reasonable and timely manner to facilitate travel and project deadlines.
• Maintain active security clearance.
• Maintain professional standards and comply with applicable laws and regulations.

Schedule & Expectations:
All efforts will be made by the PM to communicate future travel dates and needs as soon as possible through email, though occasionally travel requirements may be short notice (e.g., two weeks prior to travel). The independent contractor is expected to reply to these emails with their availability within one business day.
Pre-travel virtual training briefings to share specific responsibility and tasking information for the event will occur approximately one week before travel and may require availability up to 40 billable hours. The schedule during RDT&E events consists of extended hours (e.g., 12-14 hours) for multiple days in a row in outdoor field conditions subject to weather effects. Overnight range operations are possible. The work will require long hours standing and walking.
Post-travel meetings to share lessons learned and provide feedback will occur within one week following travel and may require availability up to 16 billable hours.
Any deadlines or availability expectations before, during, and after travel will be agreed upon in advance and outlined per engagement.
